No. It is confusing that default is chosen if you select nothing, because 
default means e.g. tbp for figure floats.

It is the "!" in LaTeX terms. Internal LaTeX params, which are influencing the 
settings, will be ignored.

What special problems do you have with that policy? It is very clever IMHO.

BTW: There is still a patch pending for a float bug in 1.3.0, which is fixed 
in 1.2.1
