I was planning to do that but never found the time. The only objection
I had to the layout file extension is that, instead of

ClassOptions
  BeginTitle    "\begin{frontmatter}"
  EndTitle      "\end{frontmatter}"
End

I would like to have something like

ClassOptions
  TitleType     Environment
  TitleLatexName        "frontmatter"
End

And the default would be

ClassOptions
  TitleType     CommandAfter
  TitleLatexName        "maketitle"
End

I do not care about the actual names, but I care about the way things
are represented. As I explained elsewhere, this is useful at least for
relyx (which would need to be upgraded to support this, of course).

Changing that is not difficult, I just did not find time to do it.
