This is now fixed: the tightpage option now takes DVI magnification into account. At the start of document, an additional line Preview: Magnification 1000 or similar gets output to the log. The borders that the tightpage option uses are, like all box dimensions, subject to the magnification factor. Since they are intended to compensate for overshooting characters, and since the overshoot is scaled along with the characters, this makes sense.
