Indeed.

I do broadly speaking understand how TeX forms pages, and how vertical
space can variously be absorbed or stretched.

But, preview.sty could somehow communicate (out-of-band) for each
mathdisplay the unit the currently valid values of \abovedisplayskip
and whatever the other one is called. These would be a decent
approximation for LyX's purposes (since LyX doesn't attempt to
consider the page breaking algorithm).
