Are we talking about the text-cursor and not the mouse cursor? Well we have the really easy solution to give a bigger width to the outside world, this is all we have to do. We could however just add a default to the width, but I think it's better the inset decides this as this is really only needed for insets which start drawing at the left- or rightmost position and the drawing color is the same as the cursor color. So I think this is already solved inside LyX and is not connected to preview but to insets behaviour.
