I have merged the whole thing, such as it is, into a branch :
cvs co -r BRANCH_GUII -d lyx-guii lyx-devel

Here is the list of promises about this branch:
1) It compiles
a) (for me)
It's rather obviously highly experimental. It cores on shutdown.
Scrollbars don't work. There are ugly hacks everywhere.
Come help squash the hacks.
The plan is to get the various things reviewed, fixed, and merged, bit
by bit, onto the mainline. I am not planning to make this a long-lasting
branch.
This branch also contains the prototype Qt2 port. It probably
doesn't compile right now
