Sorry, I may have mist some essence of this patch, but still I think we could add elsart.layout to the upcoming 1.2.0 release, if Herbert's patch for elsart frontmatter does not harm anything else (it doens't here). I have a very basic, but workable version of both, elsart.layout and elsart.lyx (template), available here. What do you think? Shall I send it to the list? Rob.
