Few solutions (in order of preference)

--- set up TMDA: anybody who posts to the list will receive a
    confirmation request.  This can be set up so that a given sender only
    the first time has to confirm a message.  In particular, I would 
    set it up so that current subscribers would not have to confirm
    
--- subscribers only posts

--- set up moderation

Actually, I could set it up so that subscribers would post with no
problems, and only posts from nonsubscribers would be sent to
moderation.  

For me TMDA is more complicated to set up since it is not built into
ezmlm, but for you it may be more convenient since it requires no
moderators.  

Note that there is no point in setting up any kind of filter: many of
the messages are not in English.

Implementing any of the above measure would also eliminate virus distro.
