As much as I can read above he's talking about gv and not ghostscript
man gv tells us:

       -watch, -nowatch
              The  -watch  option causes gv to check the document
              periodically. If changes are detected gv will auto­
              matically  display  the  newer version of the file.
              The document is by default checked once every  sec­
              ond.   This  can  be  changed via the watchFileFre­
              quency resource.  Note that sending gv  the  SIGHUP
              signal also causes an update of the displayed docu­
              ment. This method may be used by document  creators
              to trigger gv remotely.

And we have this already, don't we? Can't we specify this runtime params
of the Postscript-Viewer in the lyxrc file?
