I don't know about boldmath. mathcircumflex was checked in a month ago.
It worked all the time in my tree, until I discovered yesterday (a propos
a merge conflict due to your changing the predefined macros syntax) that
the macro itself in math_macrotable had never made it to CVS.
        
So, yes, it works (well) in my tree, and no, it cannot have worked for
anybody else, except perhaps Angus (Angus?). I remember seeing one
error report on this on the list.

At this point you could consider removing ^ from the Misc sub-panel,
as it apparently has not received any broader testing. On the other
hand, the inability to have ^ as a symbol in math is IMO a regression. 
It used to be possible. And this one works.
