The default language depends on your latex installation (i.e. the language you have when you don't include babel). It is usually English (actually, it is American, and this is inconsistent with the default language in lyx). I don't know how common it is to have a default language which is not English, or if it is possible at all. I think that in the NEWS file, you can just write - Babel can be disabled
