At the time, the authors did not feel it was good enough to go in.
Actually, if it goes in, we will have to maintain backwards
compatibility once we have a working framework to this stuff.
I once proposed to be able to add things like
BeforeTitle "\\begin{frontmatter}"
AfterTitle "\\end{frontmatter}"
where the default would be
BeforeTitle ""
AfterTitle "\\maketitle"
But this is clearly a hack. We need a solution that also covers things
like letter, slides, etc.
