They almost undoubtedly consider it a feature.

The polling is necessary to pick up /changes/ in the selection - that's
how the URL action popup etc. can work.

I have a strong suspicion that XSelectionRequestEvent.requestor will
prove to be a useful workaround here.

It's a terrible mess altogether. I tried some time ago to unify and
simplify the handling of selections, and failed miserably ...
