The short story is we need it in the dist. However I noticed that we also now seem to need it for a fresh checkout. This wasn't the case 6 months ago when we last had a big discussion. Something has changed in the configure script because configure no longer builds po/Makefile unless po/POTFILES.in already exists. I noticed this when I was preparing a laptop for use at the linux.conf.au but I haven't gotten around to investigating further. I thought there might be a chance that my packcvs script left out some other vital file (po/POTFILES* is an entry in po/.cvsignore so my packcvs script ignores it when packing up a CVS'd directory -- that's why I knew we didn't need it in CVS originally). Perhaps the upgrade of gettext has affected the get-POTFILES.in-out-of-cvs campaign? Allan. (ARRae)
