Great! I have proceeded myself and added help messages and a few tooltips to the Citation and the Bibtex dialog. The patch features this and the changes to Texinfo (including yours). I will go ahead this road a little bit. Not every dialog needs a "What's this" section IMHO, but I think some (Document, Tabular, Graphics, Ref etc.) will gain from it. Unfortunately I don't know enough about any feature (especially: don't expect serious tooltips from me when it comes to Math Panel ;-)), but I can implement at least the basic system.
