.....for the same reason there's an Apply button in the
Preferences dialog. Remove that one and all LyX users will
shout :). So why not have also one in the graphics dialog?

BTW: Where do I set the sizes of the figure on the LyX canvas?
Is it in the File-tab? Or is it in the Size-tab? None of them
seem to change the figure-size on the LyX canvas!
Are the sizes not yet connected to the actual appearance on
the canvas?

You may remember that I need to add manually an entry in the
Preferences->Converters: Postscript->XPM: convert $$i XPM:$$o
Do the sizes not work with this setup?

The graphics help-style deviates totally from the style
chosen for the preferences dialog. It's a bad idea to
have a different help style for each dialog.
Should there be a consensus and have a harmonized help style?

The graphics help text seem to belong to an old arrangement
of the graphics dialog; tabs have been renamed (Filename,
Imagesize, Special) and some entries are in the wrong tab
section.
"Scale" talks about degrees and rotation. That's wrong, isn't it?
