Math Decorations and Accents

In the ongoing saga of making MathEd Safe for Moronity, here is the
sub-panel for decorations extended with math accents. Including the
much-coveted dot and ddot! Not much of a deal as all the groundwork
was there, but now we have it.

Tested and works. Well ;-)
