it really needs to be fixed, I wouldn't change milestone. In terms of fixing it :

LyXText::setCursorIntern()

needs to open the inset and go into it and place the cursor there.

Also I think the fact that we only use a paragraph ID for determining the inset to
go to is very wrong, we need at least some more detail than that

unfortunately still no sign of someone who can fixing this :(
