Fixed in 1.2.0

No. You can just check the output of bibtex which is printed to the shell.

Lyx 1.1.6fix3 should detect removing of citations and run bibtex
automatically.
If this doesn't happen for you, then please create a minimal example file
and send it here.

I think this was fixed in 1.2.0 (though there are still some cases where the
apply/ok buttons become disable when they shouldn't).
