But please note that you cannot assume that the bibliography reference is
always specified in the main document file. It might be part of another
subdocument.

I guess there are some technical limitations right now that make it
impossible to have the perfect solution. But in principle I agree with
Angus; citations and references should be handled equally.

If LyX is incapable of finding out the relations of multidocuments than
consider all open documents for both dialogs. That is not ideal but the
user will known exactly what happens.
