You're using times and helvetica as your screen fonts, but as it is
Well Known (TM), these two fonts are a poor match, and their
'perceived' sizes are not the same.

This is one of the nice things about CM (or any other well designed
font family, of course): the serif and sans fonts are designed to
match.

There is a standard scaling factor which supposedly 'matches'
Helvetica with Times: it's something like scaling helvetica down by
87%, but I'm not sure.  One of the LaTeX packages sets it up right.
