Use the Menu for opening this and not the mouse. We cannot always know what
you intend to open when you click with the mouse in nested environments, but
you surely can open the dialog of "The Locked Inset". I don't think we will
fix this for 1.2.0!

This is also a won't fix bug report. Here also we only can change the whole
behaviour of the Tabular-Layout to change it to a Ok/Apply/Close[Cancel]]
form to fix that and this won't happen for 1.2.0.
