current the citation dialog is modal. This means I cannot keep it open

As a result, the only use for the "Apply" button to create new insets
would be to place a number of citation insets in the /same/ position.

If it was modeless, I could change position, and then apply would be useful.

This is exactly the same cognitive dissonance we've got with respect to the para
settings dialog : Does apply apply a change to the object which the dialog 
is a "view" onto, or does it apply to where the cursor currently is ?

The second makes sense for me for citation if I can actually move about the document
without first closing the citation dial.
