I think that this bug was fixed.
I did a test with several consecutive ERT insets, and the correct inset was
always opened.

But this problem doesn't happen with the align environment, which is the
recommended way for multi-line equations.
(I still think that the behavior of ctrl+enter in a formula should be to
create an align environment).
