I really, really don't know! I do know that
1. There are no #ifdefs in the preferences dialog code because pspell was not
something I knew about.
2. Other people have questioned all this in the past, but nothing has been
done about it. Nor will it (by me) because I'm not in a position to test the
result.
3. The code is quite modular and should be fairly easy to adjust!
