Netscape 4.x?  I guess the choices are either

1) get the php to turn off css for your browser 
2) break the css.

I'd prefer 1. We could maintain a list of taglines of broken browsers
and have the css turned off by default (index.php3?nocss=1).  With an
option for them to turn it back on again if they feel the need.  What
do others think?
