CVS is great.  But having the news in a database has some big gains.
Such as searching, indexing etc.  CVS doesn't offer a way to add to a
SQL database so that presents a problem.

I guess the question is Database or flat files.  If we go with flat
files then a web "news-adding-area" is unnecessary.
