I guess it is because kdvi is only a kpart that is embedded.

Yes it does. Unfortunately kdvi has NO option for setting the paper size via
comand line. Stupid. Well I work around by letting lyx set the title ( via
option --title, as this is ignored by kdvi).
Regarding the kde bug report I think I reported this a while ago to the kdvi
authors. I hope you didn't mine me reporting the bug on both sides.
