Probably not. It was just to avoid surprises for users like the one
that prompted Riki to commit 60c6c3df. I thought that someone could
complain for that.
It's such a simple fix, I don't see any reason not to commit.
By the way, for the next development cycle (2.6) we might add a "Local
Symbols" panel (similar to the "Local Layout" panel) to the document
settings to add definitions that would otherwise be placed in the
symbols file. This way, they would be valid for the current document,
and the document would compile without errors due to missing
information about required packages, even on other computers or when
using a different user directory.
As Scott said, that's a great idea.
