I think can still make it to 2.5.
Without digging much into the patch things which seems to be missing is format
number increase, lyx2lyx conversion, some UI representation (Inset menu and
appropriate icon in math toolbar?) and description of the feature in the math
manual.
BTW, is there something we can do to avoid flooding mailboxes at each
rebase? In the past, I have refrained from rebasing branches because of
that.
