We'll see whether this works out. What is you shopping list on this BTW? For now I am eyeing single-paragraph text insets with décoration below. Does it make sense? I am not sure that we need this thing for footnotes. Reading this, I realize that I did not consider command insets and that I do not know how to handle them. Or whether we want to.
