zref-clever nowadays (and since some time) doesn't need \zlabel any
longer since the kernel included the needed information. The manual
states:

"All in all, as far as zref-clever is concerned, the use of \label
throughout (with the labelhook option) is the recommended approach.
Consider the use of \zlabel directly if you have some special
requirements at stake and are willing to handle a few rough edges."

Your example works for me. What are your versions?
