As Koji noted, there is a long-term (Adobe-sponsored) project underway with the aim of implementing this in LaTeX, see for instance https://www.latex-project.org/news/2024/07/08/tagging/ They got quite far already, so it is usable, but still yet for a restricted number of classes ans packages. In any case, LyX supports what LaTeX supports. As mentioned in my other mail to this thread, we have implemented a widget to enter the necessary \DocumentMetadata (in raw form) to LyX 2.4.
