It seems to me that there has never been a real lfun, but it was
handled directly in transmgr.C (which is ugly). I guess you could
change quote-insert to do that (currently it inserts a " but something
like string-insert maybe useful).

BTW, while browsing LyXAction.C, I found:
                { LFUN_INSERT_URL, "", "", Noop },

What's that?
