It breaks as it lands in
\@mkboth{%
\MakeUppercase\contentsname}{\MakeUppercase\contentsname}}%
in the book class (\MakeUppercase is not to blame here).
(listings locally makes \let\contentsname\lstlistlistingname)
I don't know why this only breaks with some fixed encodings (for
instance,
\renewcommand{\lstlistlistingname}{\inputencoding{koi8-r}Листинги}
works flawlessly)
