It's hard to say. Some of it is definitely in KeyMap.* and KeySequence.*, but the unbind shortcut handling is more in GuiPrefs.*. It's possible that it is enough to change KeySequence::print, which seems to ignore ~S and the like, but I haven't experimented with it.
