I do not see why Comment (which is a note output using the comment.sty package) would be a good choice. Let's say instead that you want to create a specially crafted note.

No, at least this would give a reason for creating this inset. Until now, I have not been convinced.
(I take back my suggestion that it could be toggled on a per comment basis. I have not seen such a feature elsewhere and maybe branches are good enough for such a specific feature.)
