I meant plain text written in web forms. Anyway it seems that the situation is somewhat schizophrenic that we are trying to be smart about guillemets and leave spaces of : ! ? for manual typing. As we currently do output +1 space in text/plain text/xhtml/docbook/ I added the same for the stats.
