Probably the meaning of the 0 value could be more explicit, as has been
recently done for the cursor width spin box:

output line length. Is that a bug?
No, as tooltip says, this pref is for tex/etc export.

Okay, good. Then this asking for a very similar feature for the LyX
output. Shouldn't be that hard to implement, I guess. I might give it a
try if no one else beats me to it.
