I might be wrong but I thought that windows installer used to have list of languages that you could select to install. If that's the case wouldn't be trivial to just download dicts from our site in case use ask for specific lanugage? Or to have just single checkbox like 'Install comprehensive language pack' which would pull all 300 mb in archive we prepare on ftp.

Now installer automatically selects OS language for installer UI. But user should scroll through big language list and manually select dictionary for the same language. If user skips this (assuming that if installer is in right language then LyX will have full support for this language too) and later finds that spellchecking is not working in installed LyX, then only manual downloading of dict and putting it into right directory is available. I assume that many users will just miss spellchecking feature in this case.

Also current installer requires internet connection even for very common languages (besides EN,FR,ES,DE that are builtin).
