Ha! I tried to remove it when I rewrote gettext.[Ch], but could not
remember where the code was %-| This is old code which fixed problems
with SunOS 4.1.3. Since I guess nobody compiles on SunOS anymore, and
gettext.h does not include locale.h anymore, this is not needed.
