I was able to reLyX the tex file without a problem.
It seems that reLyX is not properly installed on your machine:
I think that you need to edit the reLyX script and change the line
'$lyxdir = ...' to:

$lyxdir = "/opt/lyx/share/lyx"

or something similar.
