The problem as far as I can see is from the original file.
Riki fixed that file explicitly:

I guess that the problem occurred because of an incomplete update in January
of 2015.
So at this point I do not think that there anything that could/should be done
since that was a problem from the original file.
Another option is to add some kind of sane default where in the lyx_2_3.py we
add a blanket function to catch all those cases that for some reason were not
properly fixed before.
This problem should only apply to functions produced during a development
stage and the proposed solution would only apply to those cases.
