Yes, in the sense of toward beginning/end of document. Changing 
their order. Especially for very large, articulated lists.

Now that you mention it ;-) promotion/demotion should of course
also be part of any outline feature. I.e. change a section to 
a subsection or back. Like we have already for lists.
