I don't know if this is expected or not. Is the bibliography generator still run because there might be references in the .tex file itself (i.e., not in an external file)? If that is the case, would it make sense to condition on there being no citation inset?
To reproduce: 1. Start a new document. 2. Type "abc". 3. Change Document > Settings > Bibliography > Style format to "Biblatex". 4. Click "OK". 5. View with PDF (pdflatex).
