Ah, I didn't know that was HTML. Yes, indeed the LyXHTML code preview also has a

<!-- Preamble Snippets -->
\AtBeginDocument{\providecommand\secref[1]{\ref{sec:#1}}}

which I guess is no sensible HTML apart from the comment.
