We already have this feature!
In the mini-buffer type 'parent-insert <the name of the lyx file>' and you
get a hyperlink inset (this inset was intended to use to create a link from an
included to the master document, but as far as I can see, you can use it to
link any two documents.)
So we only need to rename the inset and also open a file dialog when the
inset is created.
