I don't have really opinion about this, knowing very little about texlive packaging, I don't even understand why is all-language-related-stuff into single package stupid, hence I won't be able to explain myself to packagers either :) What I see now is it that they would need to create babel-related subdependency for each language or break their one language - one package concept and make all babel stuff single package.
