Importing TeX via clipboard (aka "Paste from LaTeX") is a different, unrelated issue. This does not work on Windows with LyX 2.3.0 (and earlier), but will work in LyX 2.3.1. See https://www.lyx.org/trac/ticket/9139 Jürgen
