Windows + TeXLive + LyX 2.3.0

Sorry if this is answered somewhere -- I've been trying to follow the 
various threads on a Windows installer but my aging brain is overloading.

Is there/will there soon be a 2.3.0 installer for Windows users who use 
TeXLive and not MiKTeX? I've got a co-author in that category, and I 
would like to introduce her to LyX.
